A heat pump can heat a Toronto house through a real winter — but only if the model is rated for it, the electrical service can carry it, and someone has thought about the coldest day rather than the average one.
The question is never whether heat pumps work in cold weather. Cold-climate models plainly do. The question is what happens on your design day, and whether the system is planned to meet it on its own or hand over to gas backup when the outdoor temperature falls past a point you agreed in advance.
Before anything is ordered we check the electrical panel. A heat pump that needs a service upgrade nobody mentioned turns a straightforward installation into a much larger project, and that is a conversation to have at quoting stage rather than on install day.
Sizing matters more here than on a furnace. An oversized heat pump short-cycles, never settles, and gives up much of the efficiency it was bought for — so we calculate the load rather than matching whatever was there before.
Capacity at design temperature matters more than brochure COP numbers.
